National Minimum
Standards (NMS) for Independent Private Healthcare Subsector in Uganda
The Uganda National Association of Private
Hospitals (UNAPH) is, along
with specialists in the independent healthcare industry, developing a number of
policies and minimum standards with clear and measurable guidelines to
assist the independent healthcare sub-sector in self-regulation and standardization.
Private
Hospitals and private health clinics (Independent healthcare Subsector / Private-for-Profit) in
Uganda are represented and coordinated by Uganda
National Association of Private Hospitals (UNAPH). Medical Councils Inspectorates
act as the regulator of healthcare services in Uganda on behalf of the Ministry
of Health (MOH) are designated as the registration authority.
Medical
Councils have the responsibility for the registration and inspection of
independent health care services. This includes the regulation of independent
hospitals, independent health clinics, independent medical agencies, and
private dentists.
UNAPH
has identified the need to set National
Minimum Standards (NMS) for Independent Private Healthcare subsector in
Uganda. The NMS will set out “minimum”
standards and most providers will have no difficulty in meeting them and
hopefully many will exceed them. The intention of the NMS is to ensure that
patients and people who choose private healthcare are assured of safe and
quality services.
These national
minimum standards and the regulatory framework, within which they operate, will
be part of UNAPH’s mission and efforts to improve the quality of care to ensure
that patients receive treatment and services that are safe and of an assured
quality.
Creating awareness and educating the
public on the minimum standards that should be expected from the independent healthcare
industry is a key element to UNAPH's programs.
